Despite the activities of the EU and national institutions as well as intermediate institutions and actors, research as well as opinion surveys diagnose a growing gap between what has been termed “EU elites” and EU citizens. The EU has a legitimacy problem, support rates have been decreasing during the peak of the financial crisis and despite the economic situation improving, votes for populist, extremist, anti-EU and anti-democrat parties and movements are on the rise throughout the EU. At the same time, the Europeanisation of politics and decision making continues to impact and transform the national democratic systems of the member states.

What explains the distance between EU institutions and EU citizens? The event will present the first results of the Jean Monnet research projects "Debating Europe" and the Jean Monnet Chair "BridgE" on this question. A total of 18 international focus groups have been and are being conducted in Bulgaria, Finland, France, Croatia, Slovenia, and Germany as part of the projects. Twelve of them have already taken place, and the results are available.

The interim results of the Jean Monnet Network “Debating Europe” will be presented on September 11 at 6:00 pm by Claudia Wiesner (Fulda University of Applied Sciences), Cecile Robert (Sciences Po Lyon) Willy Beauvallet (Université de Lyon II), Ana Matan; (University of Zagreb), Meta Novak (University of Ljubljana), Niilo Kauppi and Kim Zilliacus (University of Helsinki) and Ruzha Smilova (Centre for Liberal Strategies).

On September 12 at 9:30 am, social scientists Virginie van Ingelgom (Leuven), Celine Belot (Grenoble), and Claudia Wiesner (Fulda) will discuss the relationship between citizens and the EU.

On September 12 at 5:00 pm, as the concluding event of the Jean Monnet Chair "Bridging the Gap between the EU and its Citizens," a discussion will take place on the consequences and possibilities the EU has to become closer to its citizens. Representatives from political practice will participate and discuss, including Thomas Berger for Europe Direct, Peter Schaub for Europa-Union, and Marianne Müller for Pulse of Europe, as well as Muriel Pluschke (Fulda University of Applied Sciences).

January 2022 four master students of the department of social and cultural studies (M.A. Intercultural Communication and European Studies; M.A. Human Rights Studies in Politics, Law and Society) participated in GLOBALMEU. The international conference with participants from the US and different countries in Europe was a simulation of council meetings of the European Union. Students from Fulda acted as ministers of environment, foreign affairs and finance and represented the countries Cyprus and Poland. Through this simulation students learned a lot about the processes of the European Union, international discussions and the difficulties of finding consens and compromises.

"Eine Simulation der Europäischen Union? Als mich eine E-Mail erreichte mit Werbung für diese Veranstaltung war ich zunächst skeptisch. Doch meine Freude am Theater und das Verlangen nach praktischen Erfahrungen waren dann so groß, dass ich neugierig auf diese Simulation wurde. In den letzten drei Semestern habe ich in meinem Studiengang ICEUS sehr viel über die Europäische Union gelernt. Mir ist aber auch bewusst geworden, dass ich die Tiefe und die Komplexität der EU trotz Studium nicht gänzlich begreifen werde. Eine Simulation schien jedoch genau die richtige Erfahrung zu sein, um die Theorie in die Praxis umzusetzen. Learning by Doing, wie es so schön heißt.

In Zusammenarbeit mit Hochschulen und Universitäten auf der ganzen Welt fand die Simulation dieses Jahr Online statt. Der Hauptzweck von GLOBALMEU besteht darin, einen Rahmen für die Simulation einer Tagung des Europäischen Rates zu schaffen, um den Studierenden mehr Wissen über die Europäische Union zu vermitteln und ihnen gleichzeitig die Möglichkeit zu geben, mit Studierenden aus der ganzen Welt in Kontakt zu treten.

Ich entschied mich für die Rolle als Umweltministerin und sollte die Interessen Polens vertreten. Die Nähe zu Polen machte dieses Land besonders interessant für mich und da ich mich privat sehr für Umweltschutz interessiere schien diese Rolle für mich sehr geeignet zu sein. Auch wenn meine persönliche Einstellung nicht unbedingt mit der Polens übereinstimmte, hatte ich doch ein Ziel als Delegierte vor Augen: Die Interessen meines Landes zu vertreten. Besonders die Recherche im Vorhinein war sehr ergiebig und hat mich einem europäischen Land in diesem Zuge nähergebracht.

Für mich war die Simulation ein einzigartiges Erlebnis, dass ich Komiliton:innen nur ans Herz legen kann. Die Veranstaltung war sehr professionell und gut strukturiert aufgebaut und es war eine seriöse, konstruktive Atmosphäre. Die Simulation hat mir verdeutlicht, wie schwierig es ist gemeinsam an einem Strang zu ziehen, selbst wenn das Ziel klar ist. Es gibt viele Wege, die zum Ziel führen und jedes EU-Land hat seine eigenen Bedürfnisse und Vorstellungen der Union. Mir ist klar geworden, dass es in der Europäischen Union sowohl um das große Ganze als auch um jeden einzelnen Mitgliedsstaat geht. Dennoch habe ich auch erleben dürfen, dass ein Konsens möglich ist und die EU dadurch neue Ziele in Angriff nehmen kann."
